The Former President's Woke Alarm Misses The Continent's True Danger: Technological Stagnation.

Donald Trump's national security strategy offers a misguided assessment of Europe. It claims that open-border policies and what it terms "woke" agendas represent an existential threat to European civilization. Yet, this argument rests on a fundamental misinterpretation of the situation. The actual danger confronting the EU is not cultural but technological and economic lag.

A Glaring Economic Divide Between Europe and the US

The data reveal a sobering picture. Between 2008 and 2023, American economic output surged by eighty-seven percent, while a paltry 13.5% increase for the European Union. During this time, European income per person dropped from 76.5% to just half of the American figure. Remarkably, even the poorest US state now boasts a greater average income than major European economies like France and Italy.

Currently, about half of the global top fifty technology firms are US-based, while only four are from Europe.

The Innovation Shortfall: A Critical Question

The growing disparity is driven by stronger productivity growth in the United States, fueled by technological innovation and higher total factor productivity. The scene of world technology dominance is overwhelmingly US-centric. In the last five decades, hundreds of American startups have scaled into companies valued at more than ten billion dollars, versus only fourteen in the European continent.

This disparity raises a pressing question: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, what is the EU stand? Experts widely agree it is essentially a contest between two involving the United States and China, with European nations starting at a clear disadvantage.

Underlying Factors of the Continent's Technological Lag

Several major reasons account for this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and more dynamic network for financing new ventures. The EU has yet to establish a true capital markets union, which caps the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hinder Europe. A American entrepreneur can launch a service under a single regulatory framework to access a market of hundreds of millions. The EU, despite a bigger population, is split among 27 separate systems, creating huge internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was once met with penalties, whereas in the United States, it is often seen as a valuable lesson.
  • Military Investment: The US benefits from a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has weakened its capacity for breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

In spite of these hurdles, one can find reasons for optimism. European leaders are growing more conscious of the severe threat and have started to propose serious reform. Key analyses on European competitiveness and the internal market point to the need for major reforms.

Given appropriate incentives and regulatory reforms, Europe's strengths could support much higher degrees of commercial innovation.

Europe retains significant advantages: skilled human capital, excellent education systems, and world-class labs. Coupled with a vast domestic consumer base and substantial household savings, these foundations could trigger a new wave of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in creating cutting-edge technologies, it can still significantly boost economic output by implementing and tailoring innovations from elsewhere.

A Critical Juncture

The European Union now stands at a decisive crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". So far, Europe's slide in innovation has been steady. But, if it fails to take bold steps to address its structural weaknesses, today's slow erosion could turn into a rapid and permanent decline in world influence.
